Phil graduated from Goshen College in 1981 with a B.A. in Biology and received a Masters in Health Administration from Duke University in 1988. Prior to attending Duke University, he was a Registered Respiratory Therapist and served as supervisor of Respiratory Therapy at Polyclinic Hospital. Phil’s professional and community activities include: Board of United Way of Lebanon County, Board of Mental Health America of Lancaster County, Board of Advanced Metric Systems and the Ephrata Area Education Foundation. Phil has served on Philhaven’s administrative staff since 1988.
Francis D. Sparrow, M.D.
Vice President, WellSpan Health; Medical Director, Philhaven
Fran received his B.A. in Biology from Franklin and Marshall College in 1975 and his M.D. in 1980 from Penn State. In 1985 he completed a five-year residency and child fellowship in psychiatry at The Milton S. Hershey Medical Center. He is Board Certified in General Adult and Child and Adolescent Psychiatry. Professional activities include: member of the American Academy of Child Psychiatry, member of the American Psychiatric Association, president of the Central PA Regional Council of the American Academy of Child and Adolescent Psychiatry and Clinical Associate Professor in Psychiatry at Hershey Medical Center. Fran joined Philhaven as a staff psychiatrist in 1985, has served as Director of Child/Adolescent Services since 1989, and was appointed Medical Director in May 2003.
Matthew D. Rogers
Chief Financial Officer
Matt earned a BS and BA from Shippensburg University in 1997 and has been working in healthcare since. He has been employed at Philhaven since 2009.
Director of Human Resources
Janelle received a BS in Psychology from Lebanon Valley College and is currently pursuing an MBA at Lebanon Valley College. Prior to entering the Human Resources field, she worked as a Therapeutic Staff Support and a Crisis Counselor in the behavioral health field. She has been in Human Resources Management for 17 years in government, schools and manufacturing in both union and nonunion work environments.
Professional affiliations and activities include Community Council member for the Lebanon office of the Sexual Assault Resource and Counseling Center (SARCC), Board Member for the Lebanon and Schuylkill county SARCC, Campaign Cabinet member for the Lebanon County United Way, Board member for the Lebanon Valley Society of Human Resources (LVSHRM), member of the national Society of Human Resources (SHRM), and member of the American Society for Healthcare Human Resources Association (ASHHRA).
